We have today published a newsflash concerning the news that the French Government is considering granting many existing expats the continued right to access the State health insurance system.

It certainly seems to suggest that 'inactive' simply means those who are retired. So, the way i read it , if you are 'inactive'/retired but not of retirement age then it is necessary to 'top-up' with private insurance. However, if you are over retirement age then it is of no consequence.

Not sure I follow these possibilities - I am inactive male 60 in CPAM since April 2006 and living permantly in France since Jan 2006,but am still covered by E106 until Jan 2008 - if the Sept 2007 'rule' were to apply then OK,but if E106 'effectiveness' were to be applied,then not - can anyone explain this apparent difference?Thank you Joseph Connor joseph.connor@wanadoo.fr

The term 'inactive' applies to anyone under the official age of retirment from their home country and not otherwise in employment or self-employed in France. In short, those who may be living off an early retirement pension or capital savings.

If you are such a person, currently on an E106, your health cover will continue until the E106 expires. Basically, it does so because during this time your health insurance is being met by your home country.

After the E106 expires you will need to take out private health insurance, or enter employment to get health cover. However, we await the publication of the French Government circular on the detailed application of the new rule.

HI Addie,

The lastest we have is that publication of the guidance circular is imminent and that it will contain a reprieve for those in the CMU as at 30th Sept, as well as those with 5 years residence. Our hunch is that it will also provide for a right of appeal for those with a pre-existing medical condition, unable to get satisfactory private medical insurance. Needless to say, none of this is yet 'official' as it has yet to receive final political approval.

Thanks so much for lifting my spirits today, and a few others too I expect ) I know it's not official, but it IS hopeful.

We'll keep everything crossed and hope for a good result.

Thankfully the pre-existing conditions doesn't concern us too much at the moment, but those that were in fear of being left to fend for themselves, could possibly be being literally offered a life-line.

Is there any concessions for ex-service personnel who have served with NATO in the defence of the North Atlantic region, which includes France, and who wishes to settle in the region (France), which he helped to defend against aggressors, remember the 'Cold War' period ??? or are they to be cast to the side as of no further use ?

I am trying to understand the implications of the latest newsflash. My wife and I have lived in France since January 2006 and fall into the category of "inactive early-retirees". We are currently affiliated to the French Health System through our E106 which runs out in January 2008. We have Carte Vitales but have never actually made CMU payments, as the E106 has given us "free" cover. Do you think that we will be classified as already registered in the system or do you think we are going to have to take out private insurance?

Any insight you have would be useful, as we only have a few weeks left to organise on-going cover.
